The quickest and easiest way to create a free website is to, first, sign up for a g-mail account. Then, at the upper left of your g-mail screen address bar you'll see the sixth tab that says Sites, click on the tab and you'll see Create, click on that tab and, presto, you can now set up your website and best of all, it's all free. You can choose from hundreds of templates and designs, upload videos and photos, it great. After you've created your website be sure and submit it to Yahoo, MSN Live, Bing, Internet Explorer (You don't have to submit it to Google as they will automatically list it and you then will also be able to sign up for Webmaster Tools, Google Anylitics and Google Blogger *Be sure to blog about your website*) all free as well. A great source of getting your website exposure is mentioning it on your Facebook, Youtube, Twitter, Myspace or other social website.
